Here is a hard to find vintage Omas water bottle cage that is made in Italy!! It has signs of use around the mounting are from bottle cage bolts.
Even new aluminum water bottle cages often need to be adjusted slightly when mounted to bikes. This used one will probaly need the same simple minor alignments when mounted to your particular bike. This is normal and easy to do when the cage is bolted to the frame.
