The National Order of the Arrow Conference (NOAC) is the premier event of the Order of the Arrow, and is Scouting's second-largest national event. This patch is from the 2009 NOAC.
These 2 OA flap patch were made for the 2009 NOAC. If features Cartman from South Park ("Respect my Authority") from fictional lodge # 781. I don't know what the 781 stands for, but if you read the 3MTA3 backwards, it says "EAT ME".
